The Shafer & Freeman Lakes Environmental Conservation Corporation (SFLECC) is a not-for-profit corporation, holding title to property under and around Lakes Shafer and Freeman. It annually licenses its property to abutting property owners in order that they may access the lakes and maintain authorized structures such a piers, docks, boat lifts, and so forth. While the water is that of the State of Indiana and patrolled by the Department of Natural Resources Conservation Officers, the land and shore front is managed by the SFLECC.
The SFLECC is dedicated to the promotion of the welfare and enhancement of the Shafer and Freeman lakes. Its goal is to preserve and promote the future well-being of the lakes for the public benefit through consistent and prosperous shore front management policies, the reduction of siltation occuring, the removal of silt already accumulated, and equitable and fair interaction with its members.
